Apparently, in 1999, a TNP writer said that "Orchard Road will never flood" because a Ministry of Environment (ENV) spokesman said we have a solid flow capacity there.
Well, someone better call Minister of Environment, Water Resources and Freak Floods Dr Yaacob Ibrahim and tell him that Orchard Road is now Orchard River.
