A designer, Kelley Cheng, recently posted some screen grabs of a GeBIZ tender document where one of the requirements was, among other things "UNLIMITED CHANGES". In all caps too.
GeBIZ is the Singapore government website for pitching for Gahmen work and the attitude displayed in the Invitation To Quote (ITQ) document above probably isn't an isolated thing.
